HHS Request for Public Comment: Title X Compliance with Statutory Program Integrity Requirements

As a recipient of federal Title X Family Planning Program funds, Children's Hospital of Philadelphia (CHOP) offered its comments on a proposed rule that would modify the eligibility criteria for health care providers to receive funding through this program. Under the proposed rule, many current grantees who provide high quality, evidence-based services would become ineligible for funding. This change would effectively limit access to needed primary and preventive care services for vulnerable populations, including many of our own adolescent patients. Available evidence suggests that this rule would ultimately lead to negative reproductive health outcomes and increased health care costs. As such, CHOP respectfully requested that the Department of Health and Human Services reconsider this rule.
